The main problem of the Spanish local finance system derives from the existence of two opposite models: LOFCA model versus Floral system. As a result of this opposition, the Spanish system has moved some distance away from the theoretical principles of sound fiscal federalism. The analysis carried out in the article points out clearly the need to improve the fiscal mechanisms of responsibility and financial autonomy and to introduce a system of interjurisdictional responsibility which should palliate the defects detected in (...) the actual system in order to maximise the political and economic advantages of an authentic fiscal decentralisation.Le problème majeur du système espagnol de finances locales réside dans l’existence de deux modèles opposés: le modèle LOFCA et le système Floral. En raison de cette opposition, le système espagnol s’est considérablement écarté des principes affirmés par la théorie d’un authentique fédéralisme fiscal. L’analyse conduite dans l’article met en évidence la nécessité d’améliorer les mécanismes fiscaux de responsabilité et d’autonomie financière des collectivités locales espagnoles en introduisant un système de responsabilité inter-juridictionnelle capable d’éliminer les incohérences du système ; ce qui permettra de tirer pleinement partie des avantages politiques et économiques inhérents à la décentralisation fiscale. ​„Plessner in Wiesbaden“ schildert das Leben und Werk eines Philosophen und Soziologen (1892-1985), der das 20. Jahrhundert durchlebt, durchlitten und durchdacht hat. Ausgangspunkt ist das jüngere Interesse seiner Geburts- und Heimatstadt an dem großen Sohn der Stadt, das sich in der Stiftung eines „Wiesbadener Plessner Preises“ manifestiert. Damit wird ein Schlüsseldenker der modernen Philosophischen Anthropologie gewürdigt. Neben einigen Beiträgen zu Plessner in Wiesbaden enthält der Band auch Beiträge zu Plessners anderen Lebens- und Wirkungsstationen wie Heidelberg, Erlangen, Köln, Groningen, Göttingen, New (...) Reading Kleist’s Verlobung in St. Domingo« and Benjamin’s »Zur Kritik der Gewalt«, this paper proceeds from the novel’s problematic of immanence and violence to Benjamin’s question, whether violence has a linguistic structure – and whether ›pure‹ or ›divine violence‹ can rupture immanence. In this sense, Benjamin’s ›violence‹ leads back to Kleist’s and to an analysis of both as transcending effects of language.

§ 1. “To the mind of the philosopher”, according to Plato,1 “there belongs a vision of all time and all being"; and certainly many of the great thinkers have made it their business to speculate about the omnitudo realitatis or the ens realissimum—about the universe as a whole and in its wholeness, or about that which is supremely real—in short about ‘ the Absolute ‘. It may be that this interest in the Whole lies at the heart of all genuine (...) philosophy, giving to it its distinctive inspiration and character. It may be, on the other hand, that it is a misdirected solicitude—an anxiety to solve the inherently insoluble. The Absolute, we shall perhaps be told, is a vox nihili—a name for that which, being nothing, has no attributes ; or we, at least, can never hope to characterize it. Das geniale Jugendwerk "Die Bestimmung des Menschen", das der Aufklarungstheologe Johann Joachim Spalding 1748 erstmals vorlegte und bis 1794 in insgesamt 11 autorisierten Auflagen ausgehen liess, gab einer "Basisidee der deutschen Aufklarung" (N. Hinske) literarischen Ausdruck und trug zur Karriere der philosophischen Anthropologie im 18. Jahrhundert massgeblich bei. Diese popularphilosophische, auf rationale Evidenz zielende und darum offenbarungstheologisch voraussetzungslose Schrift sollte in der Form eines inneren Dialogs den Prozess existentieller Selbstverstandigung exemplarisch skizzieren. In der religiosen Vertiefung des Moralitatsgedankens erscheinen Gott (...) und Unsterblichkeit fur Spalding, darin auf seinen spateren Briefpartner I. Kant vorausweisend, als regulative Ideen: Erst der Begriff des "ganzen Lebens" gibt zu erkennen, dass der Mensch in "diesem Leben" dazu bestimmt ist, "rechtschaffen und in der Rechtschaffenheit gluckselig zu seyn". Die vorliegende Edition bietet erstmals eine integrative Wiedergabe aller Textstufen sowie vorab den fortlaufenden Text der Erstausgabe. Der Band ist durch eine bundige Einleitung, eingehende Erlauterungen und ausfuhrliche Register erschlossen. Although most Turks in Germany belong to the second or third generation of immigrants, they have retained the social, cultural, and religious identity of their country of origin. This article deals with this double identity of young Turks in Germany and their language-bound exposure to television, radio, press, and the Internet. Telephone survey data are presented regarding the integration and media use of Turks in Germany. The survey was carried out in 2006 on behalf of the public broadcasting station of (...) North Rhine-Westphalia. The analyses identify and describe different types of integration of Turks and investigate the relationship between their level of integration and their demographic profile as well as their patterns of media use. Causal analysis was focused on the question how different strategies of acculturation influence the use of mass media. (shrink)

In this work, the basic principles of nanotechnology and its most important fields of application are presented and the current state of knowledge and the discussion surrounding the evaluation of the potential dangers associated with nanotechnology are explained. Finally, a legal evaluation of the regulatory needs and the development of benchmarks for an innovation-friendly risk minimization are presented.
